Heavy-handed filtering is a problem, not a solution

I recently saw an email on the WWWEDU listserve by Nancy Willard, executive director of the Center for Safe and Responsible Internet Use, that I thought really needed to be shared. Nancy has given me permission to reproduce it here. Nancy is one of the sanest and smartest voices regarding youth and online safety. Her latest book on Cyberbullying (available at Amazon) is a must read for parents and teachers. I really respect her knowledge on this subject and feel that her approach, based on real data and work with real kids is far superior to the current climate of fear and scare tactics surrounding education in an online world.

In this email, Nancy answers questions about filtering and school responsibility for online safety.  If you are an educator dealing with unreasonable filtering that hampers your ability to teach, I urge you to explore her website and buy her books.

We must use knowledge, not fear, as our guide to face the opportunities and dangers of the 21st Century.

We will NOT be able to effectively prepare students for their education, career, and civic responsibilities in the 21st Century if the technical services directors in schools throughout this country continue their heavy handed filtering.

It is essential to shift how the Internet is being managed from a primary reliance on filtering to more effective monitoring – in an environment where education – not social – use of the Internet is expected, and supported with effective professional and curriculum development.

Q: Dear Nancy, does the law specifically state how tight the filter has to be set. Do we have to set it at its most restrictive setting can’t it be at its least restrictive setting?
A: All you have to do under CIPA is set it to block pornographic material – obscene material and material harmful for minors. There is NO liability for schools if they choose not to set it to block an area and something “inappropriate” happens to appear on that site. The CIPA regulations mentioned the understanding that filtering is not perfect.

There is absolutely NO justification under CIPA for the heavy-handed filtering that is preventing effective instruction in schools today. The problem is that schools are overly reliant on filtering when they should be shifting to more of a focus on monitoring.

The other problem is the non-research-based fear-mongering about internet risk. Just about everything you hear in the press – or from politicians – about online sexual predators is not supported by the research data.

They are not targeting children. They are not tracking down teens based on personal contact information they post. 1 in 5 or 7 young people has not been contacted by a predator. There are not 50,000 predators online at any given time prowling for victims. There are legitimate concerns of adults who are preying on emotionally vulnerable or “seeking” teens. But the arrest rates for sexual abuse of minors have actually been going down in the last decade.

Q: Our district (actually most of the state) went to web washer and we are even more restricted now than we were before.
A: No one at the filtering companies is held accountable for the decisions that are being made. 8e6 has a close relationship with the American Family Association!!! Think of the objections if the American Family Association was the organization deciding what books would be allowed in schools. No one knows what biases the other companies might have.

It is OUTRAGEOUS that tech directors and administrators would think that these companies are better at selecting sites for their appropriateness than librarians and teachers!

Q: The person setting the filter is not an educator but an IT tech with little or no classroom experience.
A: This is a major concern. The people who are making content based decisions on what categories should be blocked should be the librarians and curriculum specialists. The IT folks should be involved only on decisions related to security and bandwidth issues.

Further EVERY librarian and ed tech specialist in the schools should have the authority to override the filter and provide access to a site that has been inappropriately blocked – based on the educational determination of its content!

Further, EVERY counselor, administrator, and school resource officer, should also have the ability to override to investigate online material that presents safety of student well-being concerns. (And they may need some help from more tech savvy folks to be able to do this.)

I am working on professional development resources to address both youth risk online and effective Internet use management for a Web 2.0 World. Should be available January. These will be narrated slides presentations with reproducible handouts – with CLE credit available.

The people in the room are the right people

Last week I was the closing keynote at NEIT 2008, the New York State Association of Independent Schools (NYSAIS) Education and Information Technology conference. It was an “unconference” and used a structure called “Open Space” to plan and manage the meetings. Other than the two keynote “anchors”, there were no planned sessions.

Open Space Technology is “a simple way to run productive meetings, for five to 2000+ people, and a powerful way to lead any kind of organization, in everyday practice and extraordinary change.”

At NAIS 2008, I found it very successful, and at the same time, a powerful metaphor for learning.

At the beginning of the conference, everyone is free to step up and propose any session they want. Not just ones they want to present, but anything they want to know more about. And then as these suggestions begin to fill the slots, more ideas come forward. After a few sessions, you have another meeting and fill more slots, propose more ideas. (More about how this works)

When it started, it seemed like there were way too many open spots and not enough ideas. People worried that voting would help sort out what to do, that their ideas wouldn’t be popular, that they would miss things, or that we would run out of ideas. But as we heard the Open Space Four Principles and One Law it started to make more sense:

Four Principles

  • Whoever comes is the right people
  • Whenever it starts is the right time
  • Whatever happens is the only thing that could have
  • When it’s over, it’s over

The one law is The Law of Two Feet, meaning, if you want to be somewhere else, do it – just don’t waste the time.

How it worked
Sure enough, most sessions had enough people. Part of the success was due to the facility having many small rooms, enough to accommodate all the proposed sessions. Some had projectors, some didn’t but it all worked out. When we re-gathered for the next planning sessions, people were energized, more sessions were proposed, people decided to continue or repeat a session, and slowly the open slots were filled

I’ve been to other unconferences, and this one was different. Because there was no voting, there was no competitive element and no hidden message that only the most popular ideas or people are important. While I understand that often the physical space is a limitation, I think there must be ways to acknowledge that everyone can contribute.

As I went to various sessions, people were passionate and focused. It’s the first conference in years where I went to every session and wished there were more. Lots of people said the same thing. You know when you go to a conference and the best part is the conversation in the hall? This was all hall.

But really, isn’t this what we hope for classrooms, especially project-based learning environments? Sometimes it’s hard to explain project-based learning. It’s hard to convince others that it actually works, because it’s hard to “see” the learning when the teaching is not continuous direct instruction. You have to trust the process, design situations that will engage students, and then give students time to become immersed in them. You have to trust the students and allow them to take risks, make mistakes, overcome frustrations and work through momentary distractions. You have to believe that your kids are the right kids, that you are the right teacher, and that when it all works, it will be magic.

I took a risk too, I didn’t prepare my keynote presentation until the night before. I felt I wanted to honor the process and trust that the experience of the conference would provide support for my topic of leadership vision to action, especially student leadership. And it did. I liked what I came up with, and the audience seemed to as well. It was videotaped, but apparently only the audio worked. Oh well!

I knew I wasn’t going THAT far out on a limb; I have enough videos and examples that I can pull together fairly quickly. But the theme of trusting the process and the participants ended up providing the perfect context.

Your kids are the right kids, you are the right teacher, and now is the right time. Trust them, trust yourself, trust the process. Now let’s get busy.

Fair use explained for educators

“Fair use” is the doctrine that allows some use of copyrighted material for education purposes without requiring the permission of the copyright holders.

However, confusion about what exactly is allowed has caused many educators and students to either avoid ALL copyrighted materials just to be safe, or to use ANYTHING without regard to copyright laws. According to a report last year from this same organization, teachers’ lack of copyright understanding impairs the teaching of critical thinking and communication skills.

To help everyone understand fair use, The Code of Best Practices in Fair Use for Media Literacy Education was released today by the Center for Social Media in the School of Communication at American University.

The Code of Best Practices in Fair Use for Media Literacy Education outlines five principles, each with limitations:

Educators can, under some circumstances:

  • Make copies of newspaper articles, TV shows, and other copyrighted works, and use them and keep them for educational use.
  • Create curriculum materials and scholarship with copyrighted materials embedded.
  • Share, sell and distribute curriculum materials with copyrighted materials embedded.

Learners can, under some circumstances:

  • Use copyrighted works in creating new material.
  • Distribute their works digitally if they meet the transformativeness standard.

The limitations and circumstances are explained more fully in the report.

Along with reports like this one, the Center website contains some really useful resources for classroom use. Classroom and discussion guides, videos that are perfect to start class discussions and projects, and more.

A trip to Open Space!

Well, it seems like I just got back from T+L in Seattle and I’m off again.

First to Chester County in Pennsylvania where I’ll be meeting with several schools about our student technology programs. One of their districts, Coatesville, will be using TechYES Science for student tech literacy certification using science projects. I’m looking forward to meeting up with some PA friends as well.

Then a couple of stops in New Jersey and on to New York. I’m honored to be a featured speaker at the New York State Association of Independent Schools (NYSAIS) Educational Information Technology Conference, NEIT 2008.

“NEIT 2008 is an unconference planned for technologists and librarians. Our unconference relies on the open space technology for creating workshops, discussions, breakout groups, etc.”

This is the first time I’ve heard of open space technology. Wikipedia describes it as a method of self-organizing that can be applied to gatherings of any size to quickly tackle complex issues. It sounds a bit like FutureSearch, which I’m more familiar with, but definitely something worth knowing about!

The EdTechTalk podcast this week featured a conversation about the plans and goals for the NYSAIS event.

Plus, this conference is at the beautiful Mohonk Mountain House and you can’t beat that for open space!

Working with Tech-Savvy Kids article in Educational Leadership

Today’s students are increasingly savvy about the role technology plays in modern life. Yet schools are not keeping up. Students can be valuable resources in the areas of training and support. Unfortunately, most of the articles aren’t online, just the abstracts, although you can buy the articles.

Educational Leadership is one of the best publications dealing with K-12 education. Published by the Association for Supervision and Curriculum Development (ASCD), every issue focuses on a single broad topic. The November 2008 issue is “Giving Students Ownership of Learning” and features some terrific articles about aspects of student-centered education from active learning, formative assessment, student voice, developing student expertise, the power of audience, and more

Games in Education – K12 Online Conference 2008

Now in its third year, the K12 Online Conference is underway. But don’t worry — you haven’t missed anything, it’s all online!
